David Hazout Levy, Founder and Principal
David Hazout Levy founded Reissers Capital and serves as its principal. A graduate of HEC Paris, he spent his career building, acquiring and exiting operating companies across four countries before dedicating himself to private lending. That path shapes how the firm reads a file: he approaches a borrower's plan the way an operator reads it, looking at the asset, the timeline and the exit rather than at a form.
His companies span several sectors and continents. In Europe, CoinBarts was one of the first European crypto-asset platforms to tokenize real-world equities and was exited ahead of the 2020 crash. In Morocco, Poeya Capital, a venture fund in Rabat, secured one of three national distribution licenses for COVID testing from the Moroccan Ministry of Health. He also built a francophone call-center network across Morocco, Tunisia, Madagascar, Senegal and Congo: 73 centers and 6,300 agents, serving EDF, TotalEnergies, Free and Bouygues Telecom.

How a file is read
A file at Reissers Capital is read on its substance. The founder approaches a borrower's plan the way an operator reads it: the asset, the timeline and the exit come first, and any gap in the file is named before it moves to underwriting. A consultation during business hours leads to a preliminary term sheet within one hour. That term sheet is preliminary and non-binding, and the file then goes to underwriting with the firm's capital partners.
Credit decisions are not made by one person. Every file is underwritten together with the firm's capital partners, who provide $600M+ in aggregate lending capacity and take part in the review. The principal structures and presents the file; the decision belongs to the underwriting process. Every loan remains subject to underwriting and approval, and nothing said in consultation is a commitment to lend.
Languages and who the firm serves
Reissers Capital works with business entities only: LLCs and corporations. The firm does not make consumer loans and does not finance owner-occupied residences. Borrowers include real estate investors and developers on fix and flip, DSCR rental and ground-up construction projects across Florida, as well as owners and operators of business aircraft, yachts and vessels.
Service is provided in English, French, Spanish and Arabic. Foreign nationals are welcome when they borrow through a US entity, and no US credit history is required on the asset-based programs. A client who holds an asset in Florida but lives or operates elsewhere can conduct the entire process in their own language, from the first call to the preliminary term sheet.
The firm's standards
Certain rules apply to every file, in every language and for every program. Only a soft credit pull is made at the consultation stage, and it never affects a score. No upfront fees are charged to applicants, at any point, for any reason. A consultation during business hours leads to a preliminary term sheet within one hour; that term sheet is preliminary and non-binding.
These standards exist because the firm is asset-first. On real estate, the property, the plan and the exit are at the center of the review. On aviation and marine, the asset is underwritten first, with no FICO minimum and no personal guarantee, subject to supporting documentation and to underwriting approval. On real estate programs, closing typically follows 48 hours to 14 business days after a complete file.

Borrowers get direct questions early, which is usually faster than discovering a gap during underwriting.
